The Business Model
As a service provider Integrated Team Support Services is able to provide high quality community based independent living options for vulnerable people.
 
We are an independent organisation with access to a large property portfolio. Our procurement strategy covers many regional areas of the UK and we focus on purchasing new build stock to use for our services.
 
Our services will be targeted towards users with the following needs:
Young People in receipt of care with support, for whom housing related support underpins health and social care services
 
Young People living independently with support only, for whom a small amount of support makes a critical difference in being able to remain independent
 
Young People experiencing or at risk of social exclusion, for whom housing related support plays an essential part in preventing or dealing with a crisis situation and restoring independence in a sustainable way
 
We will do this by providing housing options that are secure, safe and sustainable.
 
We also promote the agenda for social inclusion by developing strong links with local providers, services and agencies. We will also support and encourage users to establish relationships within their community. Where possible we will work in partnership with relevant agencies.

Support services will be provided by staff that are experienced, adequately trained and suitably qualified.
 
Our Staff
All of our staff are enhanced CRB checked. Staff are also encouraged to register for NVQ training.
 
Our management support consists of qualified practitioners with comprehensive experience in the field of health and social care.
 
We directly employ all of our staff, and the company assumes all of the employment responsibilities, including regular supervisions and annual appraisals. We complete four supervisions a year, ensuring that staff training is up to date. At the end of every placement users are asked to complete a feedback form rating our performance. We also complete a monitoring and evaluation report for all of our units.

Placements
Support is provided by our workers, who can provide floating support or direct on site support. This means our staff can visit residents in their own homes or where higher levels of support are required provide sleep-in duties. Our staff can provide practical support with managing budgets, ensuring rent and bills are paid, planning shopping lists and so on. They can also provide emotional support and refer residents onto other services, for example, counseling.
 
Users of our service will also benefit from our Key-Worker system.
 

Funding

There will generally be a “fixed” cost for all placements. We believe this will be advantageous to commissioners as it provides a better opportunity to manage purchasing budgets. This model of care is fair as the cost of funding each unit is aggregated across all of the placements in that unit. This will avoid situations where costly placements spiral out of the control of budget holders with ongoing fee increases at each review. There is of course a premium for people that are placed in single independent e.g. 1 bed flats. We have however, found that we can still make arrangements for this type of accommodation at very competitive rates.
 
Costing for placements are on a tariff of charges which consists of level 1, 2 and 3. Level 1 provides 5 hours a week of support, Level 2 support is for up to 20 hours a week, Level 3 is 20 hours and above including 24 hour support.
 
ITSS can provide services to young people with some special needs and we are experienced in providing support to users with mental health needs. Users will have access to single and shared dwellings. Placements will be confirmed by the placing authority.  There will be capacity for mixed units although this will be subject to the placing authority as well as risk and needs assessments. Users will be male/female and aged 16+yrs.
 
Resources
We have a number of properties in London and are now in the process of securing new build premises  in other regional areas. There is a mixture of property types which includes 3 – 7 bed houses, 1- 3 bed flats, maisonettes and studios.
 
All properties are fully furnished and houses would normally have communal areas. Facilities are shared on a ratio maximum of 3 to1.
 
Properties are located in well established residential areas. Consideration has been given to links to local services including transport, health, education and employment. They will be well maintained with a refurbishment programme every 2-3yrs. Maintenance is ongoing with monthly inspection reports on repairs.

The care package proposal is used as confirmation and agreement of service and also starts our process of identifying suitable accommodation.
